David Grandeau is a highly qualified attorney/ethics professional with a diverse background in both public and private sector environments.
He most recently served as the Executive Director of the New York State Lobby Commission. This bipartisan commission regulated the $150 million lobby industry in New York State. This commission and its employees have been recognized as the premier state ethics regulatory agency in the United States, and had investigated and disclosed lobby law violations resulting from the actions of companies including Phillip Morris, AT&T, Trump Hotel and Casino Resorts and Microsoft. With a broad understanding of government and politics he managed a professional staff that had functioned effectively in a politically charged environment while maintaining a commitment to open and accountable government.
Mr. Grandeau also served as a City Manager charged with the turnaround of a city of 55,000 people destined for bankruptcy by the actions of previous political administrations. Applying sound business practices to the administration of a city, the city’s financial position was stabilized, the workforce was reduced by over 15%, the majority of the city’s public sector labor contracts were renegotiated and sound fiscal policy was restored.
He has been employed as general counsel for a publicly traded telecommunications company (both in-house and in a retained capacity). And also served as counsel to several state commissions and local authorities as well as a law clerk in the Appellate Division of State Court.
This broad experience – in business and in government – has provided him a unique perspective on the issues of integrity compliance facing professionals in today’s regulated world.
