
Paul D. Moore is currently the Director of the Shared Municipal Services Incentive grant program’s technical assistance project at the Government Law Center of Albany Law School. He recently retired from the New York State government, where he held various senior level staff positions in both the Executive and Legislative branches of government. He has also served as an advisor and consultant to various states and federal government agencies, and authored dozens of publications and articles on issues in public finance and intergovernmental relations.
Most of his career was spent doing strategic and tactical planning within the framework of developing new programs, evaluating existing programs, analyzing budgets and financial controls, condensing information and presenting it to decision-makers, and providing executive level leadership within organizational units he headed.
He is a past President of the Capital District Chapter of the American Society for Public Administration (ASPA) and was a recipient of the Chapter’s Governor Alfred E. Smith award for "singular achievement and contribution to the public service in New York State by his major research studies in the field of local government leading to legislation on a continuing basis."
Mr. Moore is a Fellow of the State Academy for Public Administration and served as Vice Chairman of their Board. He also served on the boards of numerous other not-for-profit corporations, and currently is a director on the board of the Challenger Educational Learning Center, the Retired Public Employees Association, and the Government Law Center of the Albany Law School.
He earned a B.S. in Business from the University of Colorado, and an M.B.A. (Finance) from the State University of New York at Albany.
